IT must set clear policies and understand the costs of big data initiatives before uncharted experiments lead to data center chaos.

IT role in big data
You point out, "Once a business becomes data-driven, the value of data skyrockets"  We should consider as line-of-business (LOB) finds new ways to monitize existing data, bad behaviors ensue.   For IT to completely fullfill its role, it should set policy AND craft some education  that 'certifies'  someone for access.   Those that violate the policy cloud see a penalty or cross-charge.   When an LOB learns they face a potential $100+K cross-charge, for a data breach of their doing, they are likely to pay greater attention and get management buy-in.
