I have a bachelor's degree in psychology and a paralegal certificate. I am interested in an IT career in the area of law and litigation support. Do you think going back to school and working on a associate's degree in computer science (attainable in six to nine months) and complementing that with a certification (MCP, CNE, MSCE?) would be better than spending another year and a half to two years working on a B.A. in computer science?

No! Go the distance. This is a career move, not a job change. Don't limit yourself over the life of a career in order to save one and a half to two years now. I promise you you'll never regret it.
