I am a business systems analyst with a bachelor of science degree in business. My experience has primarily been on the business side of IT projects, rather than the technical. My objective is to work as a consultant. Would a bachelor's degree in IS be a waste of time, or should I focus on an MBA with an IS concentration?

The MBA with the IS concentration is the recommended route. You are already doing business systems-analyst work, and the wave of the future for consultants is really not how technical they can be but how much business value they bring to the table.
