I am a client-server programmer with three years experience in PowerBuilder with Oracle or Sybase. It seems that there is lot of scope for Web development and Java. Should I change platforms or continue where I am? Will switching increase my market value ? If I change, will I be able to get a job as I will not be having any professional experience in Web development or Java?

Yes to all of your questions. Although your front-end and back-end experience is good with PowerBuilder and Oracle. A move to Java development and Web development should not only be a natural for you--it's a must. The technology is no longer unproved and the shift has already begun. It is a no-lose situation for you.
