Jeffrey Zients, Chief Performance Officer, Office of Management and Budget
Jeff Zients, deputy director for management at the Office of Management and Budget and federal chief performance officer, has responsibility for performance management across the federal government, including over $75 billion in IT spending.
Zients, who along with federal CIO Vivek Kundra reports to OMB director Peter Orszag, told Congress in his nomination hearing in June that he would work on improving IT program management, creating more outcome-based metrics, improving procurement practices, strengthening federal workforce programs, and pushing President Obama's transparency initiatives. Zients has helped put together new FISMA reporting instructions and begun working with the Department of Veterans Affairs to overhaul performance management there. He has championed the need for federal agency CIOs to be at the table for business decisions. A former management consultant with Mercer Management Consulting and Bain & Company, Zients was later chairman of both The Advisory Board Co. and The Corporate Executive Board. |
