Charles Boucher, CIO, Securities and Exchange Commission
CIO Charles Boucher joined the Securities and Exchange Commission more than a year and a half ago, bringing extensive experience managing IT in the financial world.
At the SEC, Boucher oversees the successor to the agency's EDGAR financial reporting database, which is seeing an explosion in traffic--the SEC estimates the database will be searched 891 million times next year. The SEC is continuing to push the XBRL data format, which provides interactive access to financial reporting data, making it easier for investors to search and analyze financial reports. The agency is also planning to implement a new system to manage tips and referrals about financial misconduct, upgrades to its financial systems, and an automated procurement system. Before joining the SEC, Boucher was an executive director at Morgan Stanley, where he directed technology audits. Earlier, he was senior VP and CIO at Standard & Poor's. |
