Federal agencies should develop a common way to evaluate services and prices offered by cloud service providers, says TechAmerica Foundation.

The real problem
It seems like a huge part of the problem is dragging antiquated and kludgy contracting and purchasing rules meant for traditional IT into the cloud era. I'd like to see the government sweep the slate clean and build a rational procurement system.

I'd also like an invisibility cloak. Probably the two desires are equally likely to be realized.

Changing the procurement rules
By the government, Lorna, do you mean the Office of Management and Budget or the General Services Administration? Maybe you meant the office of the federal CIO or even the Office of the President? I suppose the House would have to pass something agreeing to the change, then it would have to go to the Senate, wouldn't it? Our government is designed to get things done -- when everyone agrees on it. Hmmmm. Can't remember the last time that happened.
