Mr "Transformation"
Joe is known and loved everywhere in NOAA. We have many nicknames for him but mine is"Mr. Transformation." Everywhere he went, and everything he touched he "transformed" it into his own. He stood head and shoulders above all the other leaders in NOAA. Nothing happened without somehow Joe being responisble. His constant humor and personal warmth drew people to him. Women of course adored him (he's a bit of a devil on that count, I will say no more). NOAA will miss his silver tongue oratory, smoldering good looks, and continental charms. Make room DOJ there will be a swarm of NOAA people jostling to get over there now! To see DOJ after Mr. Transformation gets through with you, you won't believe what you will become!!! We will miss you...
