OPM Releases Strategic IT Plan

Bureaucratic sinkhole
For all of OPM's plans to improve IT, and modernize its processes, it makes one wonder if the agency will ever overcome the "sinkhole of bureacracy"  the Washington Post's David A. Fahrenthold rightly describes in his story about OPM's practice of trucking 100,000 applications a year to an old limestone mine,, 230 feet underground, in Boyers, Pa. where, 600 OPM employees manually process the paperwork.  Over the past 30 years, administrations have spent $100 million trying to automate the process in Boyers, but OPM workers must gather records and signatures from other agencies, not all of which have been automated.  The result is a paper chase process that endures, in spite of the times we live in.

A plan is a plan
As OPM Director Archuleta said herself in her summary remarks, "a plan is just a plan." Whether OPM's new IT leadership will have more luck that the last regime in implementing needed changes in OPM's IT operations remains to be seen.  The strategy document is a good map and points OPM in the right direction.  Millions of current and retired feds, however, are counting on OPM to up their game. Here's wishing Auchelta and her new IT team good luck.
