Slight correction
A spokesperson for the USMC noted that the Marine Corps is paying DISA $1.17 per device, per month, not $1.35, as was originally provided to InformationWeek.  The story was updated to reflect the newer figure on May 7, 2014.

Bring Your Own Defense?
It's a smart move when you consider the fact that innately cellular is more secure than wireless when it comes to unauthorized access to data, and provided the right security controls are in place on the devices themselves, it could be a great example of how BYOD really can cut costs and streamline the way data is transmitted.  The only concern is what data controls are in place at the carrier levels as they are dealing with sensitive information, and how to ensure that the end users are properly managing any data on the devices as mobile device loss poses quite the risk should it contain such senstive data!
