Oh DARPA, what took you so long
Given that FOSS (free open source software) and MOOCs (massive open online courses) are transforming the way we learn/work/play, it's about time DARPA joined the bandwagon.  The Open Software (and hardware) movement is a positive step towards efficiency and teamwork.
