DOJ attorneys painted Bill Gates as the chief negotiator from behind the scenes, an approach that frustrated the department until, in the final hours, lawyers from Microsoft, DOJ and the European Commission gathered with Gates on speakerphone to hash out a deal. Microsoft agreed to end the most-restrictive parts of its operating system licenses with PC makers. Rivals IBM and Novell cheered the deal; an IBM exec said "a window of opportunity has opened." That window wouldn't stay open for long.
