Perhaps this is a place for a Federal Mandate
I myself once had to have a second set of a facial Cat Scans done for no other reason than Facility A couldn't read the electronic output of Facility B. This shouldn't happen. There should be some type of "API" on every system so everyone can read everyone else's medical imagery.

Convenience is nice but security should be essential
The integration of EHRs as exemplified in this particular case is a big reason why medical data should be shared - it makes treatment less of a hassle.  But on the other hand, the medical industry doesn't concern itself with the security of that confidential medical data which all too often ends up being breached enabled by shoddy/nonexistent security practices, the likes of which the federal government is loath to step in and punish industry for same.  So we continue to have consumer data breaches en masse such as Target and Michael's, and meanwhile, HIPAA, doesn't amount to anything beyond a nice thought.
