The central point your article seems to hinge on is that Samsung are not shipping ICS to galaxy S2 users. This, fortunately is utterly wrong.

Galaxy S2 users will see ICS in Q1 of 2012, with a touchwiz skin.

Possibly what you picked up on here is that the original galaxy S model will not get ICS for the reasons you outlined. It will instead get a "value pack" of ICS feature add-ons that aim to emulate some of the functionality ICS will bring. Details of this are not yet confirmed.

However, in my opinion this is still a generous offering from Samsung as the Galaxy S has already received 2 full android version updates. Furthermore, no other manufacturer has yet provided any form of update to a phone older than 18 months, something Samsung will be doing here.

Users for which this is a big issue can always root their device, I suspect this demographic will comprise those which are familiar with the rooting process anyway ;-)
