David, your analysis is right in line with my experience working with organizations to implement social business software. It's rare to see an organization transform itself into a social enterprise overnight.

At Rypple, we've found a few techniques to be helpful in driving this transformation:

1. Inspire a positive attitude. While the software itself plays a critical role here, so does the fact that adopting social at work requires a shift in mindset (despite the prevalence of "social" in our day-to-day lives). You can reduce skepticism by ensuring everyone clearly understands how the software will help them and how it fits into their lives - even before they log in for the first time.

2. Develop everyone's expertise. Many peoples' use of social software is clouded by assumptions. Often, getting the most from social software requires a updated approach. We focus on ensuring everyone understands how you use the software to gain highest advantage. For example, in Rypple: how to write a really good Social Goal, rather than where to click to add a goal.

Great list. I couldn't agree more on items 2, 4, 5, 6 & 9

Additional obstacles from my view:
11 - Lack of understanding on the purpose, benefits & value of the collaboration ecosystem
12 - Lack of strong management support and strategic alignment
13 - IT and HR teams not ready from support, priority, management & communications perspective
14 - Lack of a collaboration visionaries and evangelists in the organization to make it a reality

A lack of purpose cannot be underestimated. Too many adoptations of social media either have no purpose, in the hope that one will emerge when people start using the tools provided, or they have a fuzzy purpose (such as improving collaboration) that is so generic as to be useless in driving activity.

As with any community you need to know why it's there and what people will use it for, and of course what business benefit you get from it. Measuring ROI is a real issue in securing credibility for social business projects, so having a clearly defined purpose will at least allow you to measure the impact the project has.
