The idea here is that we can yield a positive ROI that results in a successful business and helps the economy, if they had instead not hired the people who worked on this we could have put a few million back into peoples pockets and they would have spent that money on someone's innovation (gadgets, apparel, etc) therefore the best way for govt to help innovation is to go away.

14 years of flooding the US labor market with cheap foreign labor with fake degrees hasn't helped the US economy so why should we think doing so now will? The definition of insanity is doing the same thing and expecting a different result.
