Does the Canadian government have similar programs in place? I would imagine it does. From what I've read, most Western nations are proactively trying to cut their use of electricity in datacenters, for both environmental and budget reasons.

Green Savings = Green Savings
I recall speaking to the CIO of a big financial services firm about reducing power consumption at his company's datacenters. While he was concerned about environmental issues, his biggest business worry was cutting costs and the nice thing here is that both Mother Earth and bank accounts benefit when organizations, public and private, reduce electricity usage. What do federal agencies plan to do with their cost-savings? Are they returning the funds to taxpayers, pouring them back into IT, or giving the money back to departments?

I know some organizations meter electrical usage with charge-backs to departments. Based on the information in yesterday's terrific IW Radio show -- "Moving to the Cloud: True Costs Revealed" -- it sounds as though charge-backs are not standard for cloud in federal agencies, so I doubt that's the case with electricity either.
