The Federal Worker's Dilemma
Unfortunately, federal workers across many agencies largely have a perverse incentive to work slowly and less efficiently -- because greater efficiency and work getting done faster means less job demand.  I have seen this attitude first-hand among colleagues who have worked in the public sector.

It's game theory; as long as no one defects (i.e., by innovating), they're all safe.
