IDs equal control and data, but in this case, I don't see where it would equal a better, personalized experience.

Its not.  They just want Google/Facebook people to spend more time on Yahoo.  This is just a crude way of making that happen; strong arm approach.  If you can't make them come because they want to, wrap a noose around their neck and drag them in.

Some Yahoo services, no doubt, may feel the pinch when they switch to a Yahoo-only login. Flickr users, I think, will likely (begrudgingly) make the switch because photos are so personal and because the service is so popular.

LOL @Thomas I never use my yahoo email except when I post to some neighborhood groups that are run through Yahoo groups. I get the updates on another email, and so log in to my Yahoo account very rarely.

This is a nuisance, to be sure. But to Yahoo, this is a necessity. I get the Bartz idea that opening up sign-ins to other services brought traffic. But that was a concession that Yahoo's service did not offer a desireable enough ecosystem to warrant its own login. 

We'll see if that changes. I would argue that Flickr has been an important service for Yahoo. But what else is there?

But what else is there? << That's the big question. Flickr users will (probably begrudgingly) make the change, but what about its other web properties? Is there enough value in them for users to make the switch? We'll see.

Yahoo, leave things alone!
I really didn't like the changes to Yahoo Calendar some time ago, prompting me to switch to another service.  Now they have made changes in Mail which is infuriating, such as grouping messages together and if it's from or to myself, is labeled as 'Me".  Yahoo, "if it's not broke, don't fix it!"

Cynical ploy to boost number of user accounts
I doubt that this change has anything to do with improving the user experience. It probably has rather more to do with being able to say "look how many new users we have!" The process of associating a flickr account with an existing Yahoo account is far from painless or straightforward - they clearly want you to give up and create a new one (its all about new account stats).
Kristin, are electrons in short supply or characters rationed? If not, then why the tired hack style headline? Why not "Yahoo dumps Google and Facebook Logins ..."? Let's have some plain english rather than this tired old "newspaper hack-speak"

Google and Facebook users have to come to terms with the fact that flicker is upping its game, no more third-party logins that tend to create online traffic while flickers users use their flickers accounts. What yahoo is trying to do is it is trying to make things easier so whether you like it or not that's for the best. It never hurts to accept a little change sometime.
