I appreciate this idea, too. We cannot hope to make a sharp turnaround from legacy IT system to a data-driven smart  IT infrastructure. Instead we need to be patient with the smooth transition from legacy system to big data driven system. This is not a pure technical but also a procedural, organization and even mindset issue.
