re: Windows 8 On ARM Won't Run Old Apps
"The good news for users for whom running old Windows apps on new tablets is a priority is that Microsoft says it's committed to driving the development of tablets that will run a version of Windows 8 that is compatible with chips from Intel and AMD."

The BIG problem with that concept, is that it is unfeasible.

No one has wanted x86 Windows tablets (like the prototypes that have been shown at CES, but never sold to the public) because they are thick, heavy, loud (requiring internal fans) and have very short battery life.

This is why Microsoft is showing off Windows 8 running on ARM tablets. ARM is the only sensible processor for these thin and light, long-lasting mobile computers.

Even if Intel or AMD were able to develop an x86-64 processor that matched the efficiency of ARM processors (so far they have not come close), current x86-64 Windows applications are not optimized for either the limited RAM and storage of tablets, nor are they suitable for using on the 7" and 10" tablet displays, nor are they written for multi-touch use on tablets.

re: Windows 8 On ARM Won't Run Old Apps
Well that leaves no reason to get a Windows 8 tablet since it ALMOST became a big boy app, but manufacturers are quite set in leaving tablets as tiny micro-almost-computers and leaving them to only run applets vs real applications... Windows 8 better bring something pretty amazing to desktops and laptops though because so far I do not see an advantage in upgrading to an OS which was designed for touch based computing on computers that are not touch based...
