Gradually improving
Truth be told, the administration botched up the state websites, and only a few state exchanges have worked flawlessly. They are finally beginning to employ better vendors who can deliver the same success on states still stuck with failed exchanges.

Perfect execution strategy
Somebody is making sense, finally. I think Sanjay Singh's ideology is correct here, there is no one piece of puzzle responsible, it is the whole picture. If any vendor is able to put all the pieces together without suffering a setback on any, they would be able to deliver a perfect exchange solution.

Lesson learned
All in all, there is a strong sense of connectivity between these new providers and existing government authorities. Looks like everyone is wary of the debacles of October 2013 and no one wants to be in the same mess again.
