Security is not a "cloud" issue. It is a Microsoft issue and, to some extent, an x86 scale out issue. Why not put all of those medical records on the original "private cloud", a mainframe running Linux with EAL5 security and continuous availability. Most of these VMware "innovations" have been on big iron for decades. The cost is about the same, less if you have some serious scale.
