EMR should be managed and controlled by the patient not the doctor. Until there is a service, which I think should be a non profit, that helps to consolidate all patient information that actually belongs to the patient, then records will stay scattered between each provider's system whether it be paper or electronic.
The patient is being left out of this conversation completely.
