re: Salesforce.com Government Cloud: What's Inside
Burton is right on target with his comments about agencies being like deer in the headlights. They are not only frozen in place by their legacy IT, but also by their existing set of contractors who control decision making and have much to lose. Those with the most to lose are those who benefit from legacy engineering services (both design and maintenance). A recent Federal Times report on this listed the top five contractors vested in protecting the status quo;
1) Mitre Corporation, an FFRDC
2) Booz Allen, who had been debarred by AF for conflicts of interest
3) SAIC, who paid a record half a billion in fines to NYC for over billing
4) NGC/TASC who were forced to separate due to NRO findings of conflicts of interests.

When Kundra issued his 25 Point Plan, he tried to attack this problem by forcing agencies to revamp their acquisition methods, as did Congress in the NDAA Section 804 directive to the Secretary of Defense. Neither SalesForce, nor Google or Amazon will successfully penetrate the Defense/Intel community until they embrace alternative acquisition advisers who have no rice bowls or interests in legacy systems.

IT's Reputation: What the Data Says
InformationWeek's IT Perception Survey seeks to quantify how IT thinks it's doing versus how the business really views IT's performance in delivering services - and, more important, powering innovation. Our results suggest IT leaders should worry less about whether they're getting enough resources and more about the relationships they have with business unit peers.
