The Amazon Network and Admin shows 0 which is not really true. The admin work down by the developers is still a cost.

The admin work done by developers in this context is the same amount of work that they'd have to do in a data center environment: asking for a machine to be provisioned. In the data center context, that's usually done by putting in a support ticket; in the AWS context, the developer logs into the cloud management platform and clicks the "launch" button. So there's little point in putting it down here, since it's no different between the two cases.
