Your staff may fear giving feedback for a good reason, they might be making the rational choice. So, encouraging the change may have to start with you. The following model helps me relax about my own error rates. A trained professional seldom has much higher than a 2 sigma correct action rate, but being generous, let us take an error rate of 1/1000 actions.

So, if you manage 20 people, what is the odds that you are flaw free with them? Suppose you have 20 staff/project and 3 projects in a year.

Direct Interaction Flaw Free Rate: near 3 Sigma Excellent 1/1000 Error Rate/Effort
(1 - 1/1000) ^ (20 staff/project * 3 projects/yr) = 94.2% flaw free/yr
Average Flaws per year 0.06

Direct Interaction Flaw Free Rate near 2 Sigma Excellent: 2.3% Error Rate/Effort
(1-2.3%)^(20 * 3) = 24.8% flaw free/yr
Average Flaws per year 1.38

Direct Interaction Flaw Free Rate near 1 Sigma Excellent: 15.9% Error Rate/Effort
(1-15.9%)^(20*3) = 0.003% flaw free/yr
Average Flaws per year 9.54

So, until my level of game is outstanding, I need that feedback. But, if my game were outstanding, to stay that way, I need that feedback.

Since each of my staff tend to believe that they will each get the same behavior I give out on my worst day, I see that I need that feedback. My staff sees that leadership that intends to be excellent seeks feedback and recognizes its humanity. Would you kill to work for a boss like that?

The willingness to accept constructive criticism and act on it is one of the best ways a manager can improve his/her effectiveness. Managers who discourage any type of feedback or criticism from their subordinates are either insecure or narcissistic. Including upward feedback as part of a manager's annual performance evaluation would be an important step in formalizing this process.
