That's pretty much it. The job of corporate IT is and always has been to help the rest of the company do their jobs better. They are not and should not be the focus of the company, but the job is vitally important nevertheless.

a note of caution, though -- I think Quintiles' CIO is pushing more than the traditional 'help others do their jobs better.' He's pushing the IT team to come up with new revenue sources for the company, and new products. Another business unit might take that and develop it, but IT's driving the new business ideas.

IT is there to enable the business to function at any given time. Yes, IT's task is to make others look good and have them not worry about resources. Unlike places where I have been where IT issued policies that prohibited people from doing their jobs just because making that happen would mean for IT to do some work.
