Also rumored was that some unions and some managers seek to impede innovation efforts to guarantee FTE quotas uncertain of the effects service outsourcing and reorganization would have on their numbers. Hard to believe such tactics would be employed in government related efforts.

Fact check - FALSE: "NOAA learned that the hard way when ... not all of the features were available in the government version."

To tell the Truth? The same features were available in the government version but NOAA disabled them, not understanding how to manage or integrate them.
