While $7B initially seems like an extremely high pay out, it's offset by an increase quality of care, or at least that's the idea behind meaningful use. As more providers switch to EHR systems, data interoperability will be increasingly important as well as big data mining of the collected data. The results of these incentives may not be seen until far into the future, but I have faith that the benefits will outweigh these costs.
