"Governance" & "Control" are the keywords here that drive IT delivery at the Federal level. If this is executed properly, we may see a Government controlled IT Exchange in the future...

A major challenge of this will be focus at the department levels. VanRoekel and Park may have all the good ideas and initiatives in the world, but if the departments are not placing adequate emphasis on the realization of them, it will all be in vane or simply window dressing to "check the block" which is already occurring (not to mention fighting government unions which see it as the first step to downsizing and determined above all else to protect employment slots). Just as the private sector places the greatest emphasis and investment on the core business processes, so the respective departments commit to their core focus with little regard to mandates from some detached entity like a "Federal" CIO/CTO.

I'm glad (but not surprised) to hear that Steven VanRoekel plans to stay on as Federal CIO, and I hope Todd Park will do the same as Federal CTO. Their predecessors (Kundra and Chopra) were in and out of office too quickly. Federal IT is full of good ideas, the big challenge is in seeing them through to completion -- or at least to a tipping point where accomplishments outweigh intentions. I sat in a meeting of public and private sector CIOs at the White House last year, where the private sector CIOs quickly identified continuity of IT leadership as key issue for the feds.
