Great, let's trust a UN body to do the right thing. Isn't the UN the organization that put countries like China, Iran and Syria onto a Human Rights Commission?

The ITU has a great track record. Let's see. It was the WATTC in 1988 that mandated via the ITRs that everyone had to use ITU-T-established protocols. So how's your OSI, X.400, and X.500 infrastructure doing?
