Good comments folks. The true challenge for IT is to balance these new trends with the required care and feeding that's sat on the side for a few years. The research shows that IT clearly is leaning their priorities (aka their budget) towards the internal needs, missing the bigger trends that are reshaping the definition of "IT" as we know it.

Agree on the delay in spending, but the point of the article is that during the recession, technology usage at a macro level changed. We didn't have money for upkeep, nor did we have money to take advantage of the change. Now there's money and we pick the internal stuff? No wonder marketing is taking over tech.

I think that you're underestimating the impact of the Great Recession on the deferral/delay of vital internal infrastructure upgrades. Providing additional bandwidth and resiliency that was deferred in 2009 and 2010 will be key to enabling the new apps of 2013, the ability to manipulate big data, and actually deliver all those customer solutions that you write about.
