The other valid point that the story makes is on the limited resources that most IT depts must deal with:

"Healthcare IT leaders must also balance their Meaningful Use effort against other demands on their time and resources, such as ICD-10, preventing readmissions and new care delivery models."

Change management and training may be the largest hurdles in meeting Meaningful Use Stage 2, but at the same time it'll create a more agile industry that is able to accept new technologies and change. Up until now, the industry has gone relatively unchanged in terms of IT. Once an infrastructure is in place to meet Meaningful Use criteria, it can then be used to push further efforts that are guided towards lowering the cost and providing better care to patients.

Training and change management are the biggest barriers, and change management depend also of training. So training is the most.
