Your article comes off as rather juvenile with the "Obamacare" refererences. Moving on...

fyi - the US "meaningful use" incentive program actually started back during the Bush administration. And, like any massive paradigm shift, it will take time to grow and mature to the point of actually providing the efficient and cost effective benefits that it was conceived to bear.

REC's are but one spoke helping the overall transformation. The incentive funds are another and they DO play a significant role despite what some might posit. Anyone writing articles and opinion pieces would do well to consider more than one source before they blast their thoughts out into the world.
