I have to imagine that the cost of building a single satellite is probably pretty high in cost. If they are not serving their intended purposes and are just hanging around as space junk, why not resurrect them? This will also help on the clean up of space, when a stat lite is detected that is no longer capable of being upgraded then alternate means for removal can be determined. I would think that the private satellite that are retired and privately owned would like to get be able to continue to be able to use.
