It's not just France, Germany and Canada. The US has strict regulations regarding what can leave the country as well. Even sharing information with a Foreign National sitting in the next cubicle is "deemed export," and is tightly controlled (or should be, if the company is exercising due diligence).

It is sad to see such one sided paid articles from a reputed author. Looks like IBM supplied a marketing material to be printed and it was copied on the website without any critique being added. Moreover, comparison with Amazon and Rackspace, two players to which IBM is losing cloud battle appeared out of synch with market realities. IBM has and will thrive on locking its customer on its platform despite pretending to help them. All the big old school guys are unable to keep up with the newbies. The acquisition route to kill or supplement competition be it SAP acquiring SuccessFactors or Oracle acquiring RightNow is the only way ahead.
