A very wise decision for the country and a great call by the president to recognize and address the problem with a viable and profitable solution one at that. Within time this advance will pay for itself and then some. They seem to have a solid plan by attacking and developing each individual area of the country. I think that a country that is not or does set aside a considerable amount of their budgets for advancing their countries technologically speaking then in the next 20 year or so they are going o be at a huge disadvantage.
