NetVibes is available for free. There's an enterprise option but that's not useful for consumers.

Maybe they will continue to copy/re-create each other until one succumbs to the other. The only reason Google+ has had any success, in my opinion, is because of the implied impact it has on SEO, and many businesses want to take advantage of authorship features. The theory is that it is too risky not to join G+, provided how much power Google has in the SEO realm.

Don't know why any site would want to copy or pay homage to Google+, one of the most aesthetically unpleasing websites to look at.
