This seems like it's becoming a trend, large cities teaming up with the private sector or universities to explore ways technology can help the city run more efficiently. New York is doing something along these lines creating a "big data institute" with Columbia University:

As someone who lives in the New York metro area (and before that DC and Chicago), I'm thrilled at the prospect of using IT to create more efficient and sustainable cities that operate more smoothly, deliver new/improved public services, and have world-class infrastructure, healthcare, education, and transportation. This will require vision plus long-term planning and execution by city CIOs, mayors, and other officials working in close collaboration with the private sector. Look for more coverage on smarter, future cities from InformationWeek in the weeks ahead.

I saw Bill Oates, Boston's CIO, speak at an IBM's Smarter Cities event and he's clearly hip to what cities need to do to work smarter, not harder. It's amazing to me how complex city technology landscapes, overlaps and generational layers can be. It's also seems culturally more difficult to cut through fiefdoms and skewer sacred cows than in commercial settings. Give me the tyranny -- but (hopefully) greater sanity -- of less bureaucratic decision making.
