As a patient with a PCP who was part of Beth Israel's system in the Boston area, I have had online access to my lab test results since I moved to Boston in 2004. Why doesn't HHS and other interested parties ask the huge number of patients and physicians who have had this system in place for many years? There's no need to make an argument based on a guess or an assumption.
