what windows needs: americas version 3 languages (spanish, english, portuguese) included to use. one or two OS's only, with only 64 bits (with 32 bit capabilities). more time to polish the newUI and make all OS with NewUI. maybe with blue or the next OS (version 9).
if the people complain about NewUI then stick with xp, vista or 7.

IE10 NewUI needs a zoom button too. and so on, microsoft need to polish and finish the NewUI on the system.

So MS created RT because of the better battery life on ARM? Not a very compelling reason particularly when a Chrome book running on an Intel i5 gets better battery life than Win8 on the same chip. My guess is Windows Blue won't solve any of Microsoft's problems as product design takes a back seat to the Wall Street motto, cost reduction and profit maximization.
