So the Government is effectively telling Amazon, don't worry if you can't beat the other major technology players in cost, we will pay whatever you ask within reason (now established at $54 million)? The golden toilet seats and $5000 hammers are saved from the budget axe once again.

The way I read this is that IBM cannot cut the mustard. It is not geared up to support an extremely large Cloud environment right now but is in the plans. IBM would have to figure it out after they got the contract which would delay sevices. Amazon is able to do this, and that is why they got the contract. The concern I have is that the IRS will be monitoring all purchases from the internet and will tax all purchases. In my opinion, I am sick and tired of our Government officials wanting to tax us intil we cannot earn a living. They need to back off, and protect our borders, people and get out of our wallets.
