It's unfortunate that a scandal led to this, but I think that the Department of the Navy can really use something like this to bring fresh leadership to the position. Given that NGEN is going to end up replacing the existing network, a change in thought and decision making may help free the organization from some of the issues that plagued NMCI or at least the leadership that led to the situation that NMCI finds itself in.

At an estimated operating cost of $1.2B over 5 months for the existing network, one can hope that NGEN will incur lower operational costs than the existing NMCI.
