The mobile approach might also somehow engender more citizen engagement/interaction, assuming that would be a priority.

At the moment, that seems to be the case. Microsoft mentions big data in its release, but their use cases don't harness the concept in the way that IBM, Intel, Cisco and others talk about. Other Microsoft projects take a more IBM-like approach, however, and I think the company hope that CityNext will move that direction over time. But their founding examples seem focused on helping cash-strapped cities. If that's the goal, improved, mobile-friendly communication flows seem like a good step that will let cities grow into the more advanced applications later.

IBM's Smarter Cities initiative seems to be focused a lot around big data & analytics, sounds like this is more around platforms and mobility?
