Sounds like the good news is there is a positive model within DoD for Army and Marine Corps to emulate, along with the things they're already doing right.

Another smart source DoD should look at is National Defense University. They held a terrific symposium on how innovators from the gaming world are creating next generation avatars for virtual simulation.
