You're saying they're overrated? The part of the article you're quoting from was really where Chuck was setting up a straw man argument in favor of depending on outsourcers and consultants - his point was much more about why internal talent is so essential.

I've been in IT Outsourcing and Service Delivery for nearly 20 years and I'm sorry I just can't agree with this statement..."Bangalore, Chennai and Mumbai have some of the best IT talent in the world."

That said, companies don't do enough to partner with college students for projects or interns. Here's a link to a project that semitruck maker PACCAR did with Seattle University's engineering and business schools to develop a prototype for a new mobile tool:

General Motors CIO Randy Mott expressed a similar sentiment this way: Hire experts, and hire new college grads. Recent college grads provide the kind of energy and fresh perspectives you describe here, but the experts are essential for project execution, for understanding factors such as enterprise scalability, for disciplines such as architecture.
