I like this strategy taken by Penn Medicine. It doesn't really look like they have much to lose and they are giving these startups a chance at succeeding in a very competitive market. If the startups are able to provide a good product, then Penn Medicine would be able to reap the rewards before others at a relatively low price. Of course with all startup technologies, they need to be filtered and reviewed beforehand and its good to have the CONTROL method in place.

If by practicalities you mean day-to-day operations, I think this strategy works both ways in terms of that balancing act. On the one hand, you have a streamlined process that saves time and money, allowing innovation and practicalities to operate smoothly. On the other hand, "innovation" tends to take time away from those practicalities, especially if the data analysts are swamped with requests from the startups and spend less time on standard hospital data operations.
