Put into perspective of the $80 billion the govt spends on IT, $321 million is still pretty small change -- and less than what it used to be. GAO is still to be credited for reporting this because what show's above the water is probably a lot bigger beneath the surface.

Not that any waste is acceptable, but given the size of the federal IT budget, $321 million is a rounding error. In reality, it's probably a *significantly* lower level of overlap than you'd find in most large enterprises, by percent of budget.
