I just found out that the department built its iRideNYC app on the same software code base as this Sandy restoration app. It's also a responsive mobile app. Check it out at http://www.iRideNYC.com/

It would be interesting to compare the mobile dev lessons learned by the insurance companies and the government entities after Hurricane Sandy. You would think both sides must have learned plenty the hard way about tablets, tablet apps, responsive design, etc.
